All processes for follow-up and review on the SDGs need to adhere to a set of agreed principles (paragraph 74 of the 2030 Agenda). Some of the principles that distinguish the SDGs from their predecessors, the Millennium Development Goals (MDGs) are openness, inclusivity, participation and transparency (paragraph 74d). In order to fulfil that requirement, some governments are now making efforts to develop indicators and gather data on SDG 16 in consultation or collaboration with other stakeholders, e.g. through Multi-Stakeholder Mechanisms.
