As SDG 16 was reviewed at HLPF this year, actors from around the globe have worked to highlight progress done, new approaches and challenges faced in actioning and monitoring SDG 16.

HLPF 2019: 'Empowering People and Ensuring Inclusiveness and Equality'
The UN High-level Political Forum (HLPF) is the main platform for follow-up and review of the 2030 Agenda for Sustainable Development. It provides a unique opportunity to promote understanding of and support for SDG 16+: What it is; how it accelerates progress across the 2030 Agenda; how to implement it; where progress is being made; how to monitor progress; why it matters for inclusive development and transforming our world; and finally what it takes to create measurable improvements in peace, justice, and inclusive institutions that deliver on all goals for all people.
The topic of the HLPF’s annual Thematic Review for 2019 was ‘Empowering People and Ensuring Inclusiveness and Equality’. It reviewed five SDGs in depth, including SDG 16 on peaceful, just and inclusive societies, as well as SDG 4 on Education, SDG 8 on Growth and Employment, SDG 10 in Reducing inequalities, and SDG 13 on Climate Change.

An SDG 16+ Coalition
A coalition of SDG 16+ global initiatives, which includes the Global Alliance for Reporting Progress on Peaceful, Just and Inclusive Societies, the 16+ Forum and the Pathfinders have come together around the Stand-Up for SDG 16+ campaign to promote more effective advocacy and action on SDG 16+.
The coalition therefore planned to conduct the following activities:
Organise Technical Consultations on SDG 16 and related targets in other goals (“SDG 16+”) in different parts of the world and contribute to other relevant exchanges;
Launch an Online Consultation through e-discussions on the SDG 16 Hub;
Publish an SDG 16+ Report, based on the technical consultations and the online consultation.
What are the overall objectives of the SDG 16+ coalition?
The SDG 16+ ‘Road to HLPF 2019’ initiative had the following objectives:
Informing the Expert Group Meeting (EGM) hosted by UN DESA (United Nations Department of Economic and Social Affairs) in early 2019 and HLPF 2019 through the consultations and publication of the SDG 16+ Report;
Identifying good practices in monitoring, reporting and implementation of SDG 16+ to strengthen country programming and support to national partners in delivering on SDG 16+, including by drawing on capacities of Member States, civil society and private sector through the Global Alliance;
Strengthening advocacy at global, regional and national levels to encourage countries to strengthen reporting and implementation of SDG 16 as part of their national development and SDG implementation plans.
Ahead of HLPF 2019: The SDG 16 Global Conference
Expert Group Meeting on SDG 16: Thematic Review
The SDG 16 Global Conference was a key UN-led activity in preparation for HLPF 2019. Occurring in Rome (May 2019), this event took stock of global progress towards achieving SDG 16. This involved sharing knowledge, success stories and good practices; identifying areas of concern and key challenges; and suggesting ways forward. The event drew on the reporting contained in the voluntary national reviews (VNRs). While sharpening the focus on SDG 16, it emphasised the integrated, indivisible and universal nature of the 17 global goals. These messages help inform HLPF, assisting in planning sessions, and influencing collaboration and programmes of work going forward from 2019.
