This paper reviews the role and functions of the UN High Level Political Forum (HLPF). It also provides a detailed explanation of the functions of hybrid parliamentary committees (HPCs) and they ways in which they would provide a participatory space for non- governmental major groups. This analysis explores the various possibilities to legitimize HPCs in order to influence governments in their policy-making processes related to the UN 2030 Agenda. This paper argues that the implementation of such an approach at national levels will lead to a more effective UN HLPF and, consequently, to a more effective global partnership for sustainable development led by governments and a new wave of multilateralism.
