"When community members collect data on their own needs, they can become voices for change, as they apply the data to developing and advocating for homegrown solutions. Involving communities in data collection can also improve accuracy, leading to more equitable allocation of government resources. A solution can be found in a “pre-competitive” approach to data collaborations."
