This research explores the relationship between core government functions (CGF) and transitions in fragile and conflict-affected situations, using the context of 5 countries as case studies - Colombia, Myanmar, Pakistan, Sierra Leone and South Sudan. The study aims to address the gap of sparse or absent evidence of the connections between public spending, institutional restoration, resilience and institutional capacity to deliver necessary services in contexts of conflict and fragility.
