This manual provides information about fifteen indicators, and argues why each one of them is helpful to measure juvenile justice. In addition to that, it also suggests a technique for mapping the particular juvenile justice system country context. Finally, the manual provides a methodology for collecting the information required for indicator measurement and discusses how the process should be managed. The appendices present tools that can be used for information collection and policy analysis, guidance on the particular technique of sampling and suggestions for presentation of the results of indicator measurement.
